The regularly scheduled meeting of the Jefferson County Planning and Zoning Commission was held on May 10, 2007, at 7:00 p.m. in the Assembly Room of the Jefferson County Administration Center, 729 Maple Street, Hillsboro, Missouri.

The following members of the commission were present:

William Koehrer
Tom Dismuke
Donald Geatley
Lester Munzlingler
Tim Dugan
Mike Price

Also present were Martin Toma, Director of Land Use, Development and Code Enforcement, Kristi Bales, Assistant Director of Land Use, Development, and Code Enforcement, Patrick Vaile, Manager of Planning, Justin Randall, Planner II, Elaine Roesch, Recording Secretary, Dennis Kehm, Assistant County Counselor, members of the press and other concerned citizens.

The first item of business was approval of the agenda.

Chairman Dismuke announced that petition VR07047 had been withdrawn. Commissioner Price made a motion for approval of the amended agenda. Commissioner Munzlinger seconded the motion. Motion carried with all in favor.

The next item of business was approval of the April 26, 2007 minutes.

Commissioner Price made a motion for approval of the April 26, 2007 minutes. Commissioner Munzlinger seconded the motion. Motion carried with all in favor. Mr. Vaile presented the following exhibits for all the petitions: Exhibit A The Jefferson County Comprehensive Master Plan Exhibit B The Zoning Order Exhibit C The Subdivision Regulations Exhibit D Staff Report with respective case file Commissioner Geatley made a motion to accept the presented exhibits. Commissioner Price seconded the motion. Motion carried with all in favor

The First item of New Business for Consideration was CM107046, a Zone Change Request for Lot 1 of Parcel 09-3.0-08.0-1-001-112., located at 5218 Highway 61/67 near Arnold, in Windsor Township, from Residential (R11) Zone District to General Commercial (CM1) Zone District.

Mr. Randall presented the staff report for CM107046. The following individual testified in favor of CM107046: Paul Andrews Commissioner Price made a motion that the Jefferson County Planning and Zoning Commission finds that the proposed zone change is in accordance with the purpose and intent of the General Commercial (CM1) Zone District and recommends approval of CM107046. Commissioner Munzlinger seconded the motion. Motion carried with all in favor.

Under reports to the commission articles 5 and 15 of the UDO were discussed.

Under citizens to be heard, Brad Goss addressed the concerns of the HBA regarding Article 5.

There being no further business Commissioner Geatley made a motion to adjourn. Commissioner Munzlinger seconded the motion.

The May 10, 2007, Planning and Zoning Commission meeting adjourned at 9:20 p.m.
