PLANNING COMMISSION
Minutes-April 12, 2007
The regularly scheduled meeting of the Jefferson County Planning and Zoning Commission was held on April 12, 2007, at 7:00 p.m. in the Assembly Room of the Jefferson County Administration Center, 729 Maple Street, Hillsboro, Missouri.
The following members of the commission were present:

Also present were Martin Toma, Director of Land Use, Development, and Code Enforcement, Kristi Bales, Assistant Director of Land Use, Development, and Code Enforcement, Patrick Vaile, Manager of Planning, Matt Ament, Planner III, Justin Randall, Planner I, Laura Renshaw, Recording Secretary, Dennis Kehm Jr., Assistant County Counselor, members of the press and other concerned citizens.
The first item of business was approval of the agenda.
Commissioner Dugan made a motion that the Jefferson County Planning and Zoning Commission approve the agenda.
Commissioner Fitzgerald seconded the motion. Motion carried with all in favor.
The next item of business was approval of the March 22, 2007 minutes.
Commissioner Koehrer stated that the variances requested for Selma Village Estates should read as follows:
Commissioner Koehrer made a motion of approval of variance # 1 of VR07029 as detailed by staff report,
Commissioner Dugan seconded the motion. Motion carried with all in favor.
The petitioner withdrew variance # 2 of VR07029.
Commissioner Ford made a motion for approval of the amended minutes
Commissioner Dugan seconded the motion. Motion carried with all in favor.
Mr. Vaile presented the following exhibits for all the petitions:

Commissioner Geatley made a motion to accept the presented exhibits.
Commissioner Price seconded the motion. Motion carried with all in favor.
The first item of Old Business for Consideration was CM107006, a Zone Change Request for parcel 06-7.0-35.0-1-001-008., located on State Highway B near Cedar Hill Road, in Meramec Township, from Rural Residential (RR2) Zone District to Commercial Services (CS2) Zone District.
Mr. Randall presented the staff report for CM107007.

Commissioner Geatley made a motion that the Jefferson County Planning and Zoning Commission finds that the proposed zone change from Rural Residential (RR2) Zone District to Commercial Services (CS2) Zone District is consistent with the purpose and intent of the Commercial Services (CS2) Zone District and recommends approval of CM106006.
Commissioner Huskey seconded the motion. Motion carried with all in favor.
The first item on Consent agenda was FP05008, A Final Plat for Johnson Ridge Estates, parcel 21-3.2-07.0-001., located on Johnson Road, in Plattin Township.
Commissioner Price made a motion that the Jefferson County Planning and Zoning Commission approve the consent agenda.
Commissioner Munzlinger seconded the motion. Motion carried with all in favor.
The first item on the agenda for consideration was I07026, a zone change request for parcel 11-5.0-21.0-010., located at 2968 Highway Z, near Pevely, in Joachim Township, from Rural Residential (RR2) Zone District to Heavy Industrial (I) Zone District.
The second item on the agenda for consideration was CU07027, A Conditional Use request for parcel 11-5.0-21.0-010., located at 2968 Highway Z, near Pevely, for Mining of Sandstone and rock crushing plant in a Heavy Industrial ( I ) Zone District.
Mr. Ament presented the staff report for I07026 and CU07027.

Commissioner Lesch requested that under Conditions of Approval number 4 should be changed from 500 feet to 50 feet.
Commissioner Lesch requested that there be a Condition number 10 be added to require Unimin to report the seismographic readings to the County for their review and made available to the general public.
Commissioner Lesch made a motion that the Jefferson County Planning and Zoning Commission recommend to the County Commission approval of I07026.
Commissioner Ford seconded the motion. Motion carried with all in favor.
Commissioner Lesch made a motion that the Jefferson County Planning and Zoning Commission recommend to the County Commission approval of CU07027 subject to the changes in the conditions listed above.
Commissioner Price seconded the motion. Motion carried with all in favor.
The next item on the agenda for Consideration was PP07033, a preliminary plat for Lakewood Trails Estates, parcel 11-8.0-28.0-054., located off Highway Z on Lakewood Trails South, in Joachim Township.
Mr. Ament presented the staff report.

Commissioner Koehrer made a motion that the Jefferson County Planning and Zoning Commission approve the Preliminary Plat known as Lakewood Trails Estates subject to conditions and plat amendments.
Commissioner Munzlinger seconded the motion. Motion carried with all in favor.
The next item on the agenda for consideration was PP07034, a preliminary plat known as Crystal Greens, located off Highway 61 and Cole Road, in Plattin Township.
Mr. Ament presented the staff report PP07034.

Commissioner Koehrer made a request that general condition number 6 be added to state that the removal of the outlot be done through the process of a minor subdivision plat prior to submittal of improvement plans.
Commissioner Price made a motion that the Jefferson County Planning and Zoning Commission approve preliminary plat PP07034 known as Crystal Greens subject to general conditions and plat amendments which include new general condition number six.
Commissioner Fitzgerald seconded the motion. Motion carried with all in favor.
The next item on the agenda for consideration was CU07036, a conditional use request for parcel 02-5.0-15.01-001-014., located at 823 Romaine Creek Road near Fenton, in Rock Township, for an inside kennel in a Commercial Services (CS2) Zone District.
Mr. Ament presented the staff report for CU07036.

Commissioner Price made a motion that the Jefferson County Planning and Zoning Commission recommend to the County Commission approval of CU07036.

The next item on the agenda for consideration was CM107037, a zone change request for parcel 02-8.0-33.0-014.01, located at 4089 Country Club Drive, in Imperial Township, from Residential (R40) Zone District to General Commercial (CM1) Zone District.

Commissioner Ford made a motion that the Jefferson County Planning and Zoning Commission recommend to the County Commission denial of CM107037.
Commissioner Lesch seconded the motion. Motion carried with all in favor.
The next item on the agenda for consideration was RS07038, a zone change request for parcels 09-3.0-05.0-1-002-037. and 09-3.0-05.0-1-002-038., located on the south side of Telegraph Road, east of Rohman Drive, in Windsor Township, from Residential (R20) Zone District to Residential (R7) Zone District.
Mr. Randall presented the staff report for RS07038.

Commissioner Price made a motion that the Jefferson County Planning and Zoning Commission recommend to the County Commission approval of RS07038.
Commissioner Munzlinger seconded the motion. Motion carried with all in favor.
The next item on the agenda was Reports to Commission.
The Commission discussed Articles 1, 17, 3, 4 and 6 of the draft Jefferson County Unified Development Order.
Commissioners in general accepted the changes proposed with the understanding that they would make a formal recommendation on the final draft in the future.
There were no citizens to be heard.
There being no further business Commissioner Ford made a motion to adjourn.
Commissioner Price seconded the motion.
The April 12, 2007, Planning and Zoning Commission meeting adjourned 10:00 P. M.
